Have I Got News For You!
This is an episode of a British television show called Have I Got News For You. The premise of this show is that a group of funny sorts discuss news items and make jokes about them, not unlike the glasshouse before ABC axed it in what could only have been a move to intentionally lower their own ratings.
The MC of HIGNFY is a man named Angus Deayton. After Deayton had a drug fueled whore-binge, this episode was aired. It's unreasonably awkward for the man, to the degree that he subsequently quit the show.
The grief starts around 2:15 and carries on for the better part of the show.
